Karen's Statement on the Tweed Airport MOU

I want to share my thoughts on Mayor Carfora’s announcement regarding the Memorandum of Understanding
(MOU) on the proposed development at Tweed New Haven Airport.
The framework announced on April 8 is not an approval of any project — and that distinction matters. What it
does offer is a structured, deliberate path forward with important protections for East Haven: stronger local
control, clearly defined traffic limitations, environmental safeguards, and meaningful investments in public
safety and infrastructure. Just as importantly, it affirms that our local authority will not, and cannot, be
bypassed.
I appreciate that this framework recognizes East Haven must have a decisive voice, not merely a seat at the
table, but a true and respected role in decisions that directly impact our residents and our quality of life.
I understand the skepticism — it is valid, and it deserves to be acknowledged. I always approach issues with a
healthy level of scrutiny myself, and I believe in taking the time to understand the facts before drawing
conclusions. That is exactly what I have done here. It is important to remember that any proposal must
undergo independent review by our Planning and Zoning Commission and meet all local, state, and federal
requirements. That includes full permitting and oversight by agencies such as the Army Corps of Engineers,
the Connecticut Department of Energy and Environmental Protection, and the Connecticut Department of
Transportation.
These are not simply procedural steps; they are meaningful, substantive processes that provide opportunities
for municipal input, formal objection, and when necessary, legal action. East Haven has not relinquished a
single legal avenue to protect its interests. There will also be required public hearings, and the pending appeal
of the FAA decision remains an active and important part of this process. Every level of review must be
thorough, transparent, and guided by what is truly in the best interest of our community.
I commend the leadership of Mayor Carfora, our Town staff, and our police and fire for their thoughtful and
diligent work in evaluating potential impacts and prioritizing public safety.
As this process moves forward, my commitment is clear: I will continue to advocate for transparency,
accountability, and the full enforcement of every protection outlined in this framework. And I will not support any proposal that falls short of the standards our community deserves.
This is about protecting our neighborhoods, safeguarding our environment, and securing our future. That
responsibility must always come first.
I encourage residents to stay informed, stay engaged, and continue to make their voices heard every step of
the way.
